Bill, 31, has a natural intelligence and an easy way with words. He used to run cross country. Now he’s homeless — a thief, a panhandler and a man with a vicious monkey on his back. Known as “Junkie Bill,” he is the local face of the drug’s hooks in Oak Park and River Forest.
